Actually, there is something called light pollution. Maybe it's better seen in the country -- it's this orange glow that hangs on the horizon as a sort of aftereffect from all those lights being on all the time. That is scientifically ridiculous, love. If there is indeed such a phenomenon, it's because there's air pollution to the extent that it scatters some that's further beyond the horizon to wherever you're standing.
I looked it up on Wikipedia, and it's apparently just an excessive, annoying amount of artificial light (http://en.wikipedia.org/wiki/Light_pollution), which isn't what you had in mind.
