Kaworu isn't human here. In fact, even I don't know what he is. One explanation is he's a SEELE reject. Like, a Kaworu clone that didn't match up. He still was fixated on Shinji, but apparently they couldn't get this one to kill or dissuade Shinji in any way other than mansex XD

Maybe I'll do Kaworu's story here sometime.
